INEC had excluded Vice-President Atiku Abubakar from the ballot. On 16 April 2007, five days before the vote, the Supreme Court ruled that the commission had no power to disqualify him. New ballot papers were printed abroad and flown in, arriving at many polling units hours late.

The new ballots did not carry serial numbers, which made it far harder to audit them, and voting in many areas started late or did not take place at all.
