Donald Duke is a lawyer and former two-term governor of Cross River State, best known for building the state’s tourism economy: the Obudu Mountain Resort, the Calabar Carnival and the Tinapa business resort. He ran for president on the SDP platform in 2019 and is the candidate of the Peoples Redemption Party (PRP) in 2027.12
Early life and education
Duke was born in Calabar on 30 September 1961. His father, Henry Etim Duke, was a long-serving Comptroller-General of the Nigeria Customs Service. He attended the Federal Government College, Sokoto, studied law at Ahmadu Bello University (1982), was called to the bar in 1983 and took a master’s degree in business and admiralty law at the University of Pennsylvania in 1984.1
Early public service
He was Cross River State’s Commissioner for Finance and Planning from 1992 to 1993, during the Third Republic.1
Governor of Cross River State (1999–2007)
Elected for the PDP in 1999 and re-elected in 2003, Duke made tourism the centre of his economic plan. His government revived the Obudu Cattle Ranch as a mountain resort, launched the Calabar Carnival in 2004 and built Tinapa, a business and leisure resort on which more than $350 million was spent before its first phase opened in April 2007. He also set up a reserve fund for the state in 2005.1
Critics have argued that Tinapa never attracted the trade it was designed for and left the state with costly assets. Supporters say later governments failed to sustain the projects. In 2006 the BBC reported that he was the only governor the EFCC had specifically said it was not investigating.1
Later politics
Duke considered a presidential run in 2007 but stepped aside for Umaru Musa Yar’Adua. In 2018 he left the PDP to become the SDP’s presidential candidate in 2019. He returned to the PDP in 2021.1
The 2027 PRP ticket
Duke joined the PRP’s presidential race ahead of its May 2026 primaries and won with 6,499 votes to 2,699 for Kingsley Yakubu. The party, founded by the northern radical Aminu Kano, cleared him along with more than 400 other candidates. His running mate is Kabiru Rabiu.324
Personal life
Duke is married to Onari Duke.1
