The joint Carter Center and National Democratic Institute mission observed polling across Nigeria on 27 February 1999. Former US President Jimmy Carter said there had been a wide disparity between the number of voters observed at polling stations and the final results reported in some states, and that it was not possible to make an accurate judgment about the outcome.

The mission nevertheless concluded that the result broadly reflected the wishes of Nigerians, and civilian rule was restored on 29 May 1999. Olu Falae challenged the result in court without success.
